The Editorial Board: November's tax measures deserve a yes, and a watchful eye

Santa Rosa, San Rafael, American Canyon and Napa County are all asking voters for money. The needs are real. The oversight has to be real too.

The November ballot is a housing-finance election, even where housing is not on the ballot

Santa Rosa's sales tax, San Rafael's transfer tax, American Canyon's Measure P and Napa's wildfire initiative all decide whether the North Bay can pay for the homes and the protection they need.

The November 3 measure would raise the rate from 0.2% to 1.0%, generating an estimated $6 million a year for city services. It needs a simple majority.
